The Purpose of this Plan
The purpose of this document is to set out AFL Queensland’s long- term vision for the development of facilities to grow Australian football in Queensland and the NSW Northern Rivers.
AFL Queensland has a grassroots strategy for growing our game as a whole – the AFL Queensland Game Plan. This document explains how growth at all levels of the game will be supported by the provision of Great Infrastructure at our network of community facilities across the state.
‘Great Infrastructure’ in this sense refers to both our facilities and our people. This Plan focuses primarily upon facilities and how we best enhance our network of community ovals to service the needs of our grassroots football community.
This Plan aims to address and reflect the facility needs of our game to help realise the vision articulated in the

Game Plan. Consideration is given to major political, social, technological and environmental trends that
will affect our facility provision,
such as strong population growth
in South East Queensland which presents significant opportunities and challenges relating to increased demand for access to football facilities.
The responsibility for maintenance and management of facilities in Queensland largely lies with local clubs – often with assistance from their Councils and school partners. AFL Queensland recognises the crucial role that local Councils
and schools play in supporting community football and over recent years we have started to work much more closely with these partners to plan facility development.
AFL Queensland is regularly asked to provide strategic advice and support to our government and school partners to inform their planning

for the provision of community football facilities. Similarly, we are regularly asked how particular facility development proposals link with
the AFL Queensland Game Plan.
This Plan will assist our partners in understanding how our vision for facility provision aligns with their own planning objectives and policies.
It is not the intent of this Plan to provide recommendations for each specific football facility. This Plan will be used to guide AFL Queensland investment decisions and planning of regional infrastructure and assist our community to provide a single strategic voice to government stakeholders seeking to invest in the health and growth of community football. In time, Regional Infrastructure Strategies will be published to guide the development of local facilities networks
that support game and talent development and grow local leagues and clubs.

concept pavilions, developments, etc.

of planning will differ based on the complexity of the site / project and level of use
